For now it's not much more than a plan to announce a plan within the next few weeks, but since it involves Google and cellphone networks, we'll take it. The Wall Street Journal has the news that Google will announce its mobile offerings within the next two weeks, which could take the form of hardware, software packages, or -- most likely -- an open platform for phones that third party developers can build on. Interaction is the key word here: Google's platform won't involve locking down features, rather, it'll open them up so that they work together. How exactly the company will execute this plan will be revealed within the immediate future: although with most phone manufacturers already subcontracting development of their phone's software platforms, it doesn't sound like it should be too difficult a job to muscle in.

Joining a growing crowd of people to complain about the general lack of openness in the iPhone is none other than Steve Wozniak, co-founder of the company. Woz has a reputation for being critical of the company he helped create, although no-one would argue that his views are unreasonable: in an interview he calls into question Apple's treatment of the iPhone as an appliance, and not as a computer platform designed to allow users to install their own apps at will ("I'm really for the unlockers, the rebels trying to make it free.") He also took a dig at Leopard, saying that OSes aren't what sell computers these days, and that OS updates today are nothing more than slow improvements, rather than a procession towards a UI that works "for someone who knows nothing about the computer." Personally, we think these are fair viewpoints: as much as we may hate to say it, a lot of new technology these days requires a compromise. Isn't it about time compromise took a back seat?

No surprises here, but the Pantech Duo (split-personality and all) has officially arrived in late October, just as we were led to believe. Ready to rock texters' worlds on AT&T, the Duo does indeed boast Windows Mobile 6, a QWERTY keypad and a numeric 'board for your convenience, UMTS / HSDPA compatibility and a 320 x 240 resolution display. The unit measures in at 4.02- x 1.97- x .83-inches, and if you dig what you're seeing, it can be yours today for $199.99 if you're cool with signing a two-year agreement.

In a wrap-up of the state of 4G networks over at BusinessWeek, the battle between the three competing 4G network standards -- WIMAX, Long Term Evolution (LTE), and Ultra Mobile Broadband (UMB) -- is appraised, with WIMAX clearly edging out its other rivals. This could be a two horse race before long if Verizon chooses to back GSM's successor LTE over CDMA's sequel, UMB. That would leave Qualcomm without one of its most significant backers for CDMA's spiritual sibling, although it'll do just fine thanks to the multiple 4G patents it holds. Ultimately though, in all of this space there's very little discussion about what the consumer wants: do we really need two or three different standards that probably won't inter-operate, leaving us back at the square we've always been at? Frankly, for all the benefits that 4G is purported to bring, we'd like something a little more imaginative than the usual bickering amongst the big shots.

Europeans are pretty used to paying through the nose for usage charges, whether it be by-the-minute charges for local calls in the landline days of yore, or per-KB charges for wireless data. The up side is that there are usually some pretty sweet prices on phones, since wireless companies know they can make it up on the back end, but for heavy users things can get expensive fast. And unfortunately, the glorious promises of "unlimited" data usage tacked onto iPhone plans offered by T-Mobile, O2 and Orange in their respective iPhone-exclusive markets aren't quite the revolution we might've hoped for. T-Mobile just posted its rate plans for the November 9th iPhone launch, though it quickly pulled them from the site. Eagle-eyed observers grabbed a screenshot of the rates (pictured), but what's notable is the fine print: depending on which plan you select -- M, L or XL -- you're limited to 200MB, 1GB or 5GB of data, after which your data speeds are limited to 64Kbps, instead of EDGE's traditional 220Kbps max. O2, whose rates have been up since day one, has a slightly vaguer "fair usage policy" that gives O2 the right to slap you with extra charges or change your rate plan if you exceed 200MB of use, though they claim this rarely happens. Details on Orange's rate plans for the iPhone haven't emerged yet, but Orange France has historically some of the priciest unlimited data rates, and has a standing policy to just go ahead and slap per-KB charges once the limit is crossed. Let's hope it doesn't come to that.

Right on schedule, you're looking at the just announced co-branded Skype phone: the 3 Skypephone. Sure, mobile Skype clients are already in worldwide use. This, however, marks the first time a carrier has fully embraced Skype which traditionally has been seen as a threat to carrier tariff schemes. Under 3's plan, Skype VoIP calls and IMs are free to any other Skype user just as long as you're under contract or top up your pay as your go account with at least £10 (about $21) each month. The £49 (about $101) 3G phone with 2 megapixel camera and microSD slot will be available in the UK on Friday; Australia, Austria, Denmark, Hong Kong, Italy, Ireland, Macau and Sweden sometime later in the year. We're still waiting for it to grace AT&T's pages, but it looks like the WinMo 6 Standard Pantech Duo C810 is now available in most AT&T retail stores for $249 with two-year contract. Phonescoop has the full spec rundown and video hands-on of AT&T's new quad-band GSM / HSDPA dual-sliding QWERTY. Besides that rough, chubby look the phone also sports more than a few operational oddities including a mysterious "turbo mode" and the fact that sliding the phone open and shut does not answer or hang-up your calls. Fat? Sure, but still trimmer than the Helio Ocean also manufactured by Pantech. Check the video review after the break.

We could hardly believe it ourselves, but the open source community has parlayed that game-changing v1.1.1 TIFF exploit / file system hack into a full-on ready to rumble instant installer for AppTapp on the iPhone and iPod touch. Check out TUAW for the steps and further details, but we tried it on our v1.1.1 touch and it worked like a damn charm. In fact, we think this is finally what's going to get us to upgrade that virgin 1.0.2 iPhone we've been using. Fingers crossed.

Update: We upgraded that iPhone and it worked well, just like the touch (albeit a bit slower, since it's pretty clear all the upgraders are slamming the AppTapp download servers). Our hats go off to the dozens of hackers that developed this one, this is impressive stuff.
